According to the Immigration Department of Vietnam, passport holders of all countries are allowed to enter Vietnam via Visa on Arrival (VOA). In this case, you can apply for Tourist/ Business Approval Letter beforehand, then have Vietnam visa stamp on your passport at any Vietnam International Airport. The applicants must possess with passport at least 06-month validity to apply for the Approval letter. The stamping fee is various depending on type of visa (Tourist or Business) and visa’s validity (1 month/ 3 months/ 6 months/ 1 year with single/multiple entry).
PROCEDURE TO OBTAIN VIETNAM VISA AT INTERNATIONAL AIRPORT
Step 1: Getting Vietnam Approval Letter
Approval Letter is the legal document approved by the Vietnam Immigration Department to allow foreigners enter into Vietnam and pick up visa at the overseas Embassies or Consulates of Vietnam, or at Vietnam international border gates or at Vietnam’s international airports.
Because you want to stamp Vietnam visa at airport, please make sure that you state in Point 8 (in the list below): Vietnam International Airports
Required information you need to provide when apply for Tourist Approval Letter:
It takes from 2 to 3 working days to get the approval letter in normal processing
Step 2: Stamping Vietnam Tourist Visa at Vietnam International Airport
After your Approval letter is already, you will receive a scan copy of it via your email. And then you are pleased to prepare all the following documents to stamp your tourist visa:

CITIZENS OF THE FOLLOWING 24 COUNTRIES ARE NOT REQUIRED VIETNAM TOURIST VISA
Visitors to Vietnam must obtain a visa from one of the Vietnamese Embassies/ Consulates or via agencies on arrival unless they come from one of the visa-exempting countries. All visitors must hold a passport valid for 6 months.
Kindly note that the citizens of Japan, South Korea, Sweden, Norway, Denmark, Russia, Finland, United Kingdom, France, Germany, Spain, Italy and Belarus are granted unilateral visa-free entry no more than 15 days, after 15 days visa exemption they must leave Vietnam for their home or another country and it takes at least 30 days since the latest exit from Vietnam to enter again without Vietnam visa.
